If you are comparing WhatsApp Business API providers, the price on their website is rarely the whole story. Your monthly bill has up to four parts: Meta's charge for each message, GST, the platform fee your provider charges, and in many cases a markup the provider adds on top of Meta's rate. This guide walks through each one using the rates Meta publishes for India.

WhatsApp Business API pricing per message: how it works in 2026

Since 1 July 2025, Meta charges per delivered message, not per 24-hour conversation. Every template message you send is billed according to its category, and the price depends on the country of the person receiving it. Messages that fail to deliver are not charged.

  • Marketing — offers, launches, festive greetings, re-engagement. The most expensive category.
  • Utility — updates about something the customer already did: an order, a booking, a payment, an appointment.
  • Authentication — one-time passwords for logging in or verifying an account.
  • Service — your free-form replies inside the 24-hour window after a customer messages you.

Conversation-based pricing explained (and why it ended)

Many older guides — and some provider price lists — still talk about “conversations”. That was Meta's previous model, and it is worth understanding because its terms still turn up in quotes.

  • February 2022: Meta moved to conversation-based pricing. Instead of paying per message, a business paid once for a 24-hour conversation with a customer, however many messages were exchanged in it. Conversations were either user-initiated or business-initiated, and the first 1,000 conversations each month were free.
  • June 2023: conversations were split into four categories — marketing, utility, authentication and service — each with its own price per country. The 1,000 free conversations a month now applied only to service conversations.
  • November 2024: service conversations (customer-initiated chats) became free for all businesses.
  • 1 July 2025: Meta ended conversation-based pricing and switched to per-message pricing — every delivered template message is charged by its category.

What the switch changed in practice: under conversations, one charge covered a whole day of messages in a category, so a business sending three utility updates to a customer in a day paid the same as one sending a single update, and the cost of any one message was hard to see. Under per-message pricing, each delivered template has a known price, and bills scale with the number of templates sent rather than the number of 24-hour sessions opened.

Meta's per-message rates for India

These are Meta's published rates for messages delivered to Indian phone numbers, effective 1 July 2026. Businesses in India are billed in rupees. Messages to customers in other countries are priced at those countries' rates — see WhatsApp API pricing by country.

CategoryMeta's rate per messageWith 18% GST
Marketing₹0.8631≈ ₹1.02
Utility₹0.115≈ ₹0.14
Authentication₹0.115≈ ₹0.14
Service (replies within 24 hours)Free until 30 September 2026; ₹0.115 from 1 October on Meta's new rate card≈ ₹0.14 from 1 October

Utility and authentication messages also get volume discounts from Meta once you send large numbers of them in a month; marketing does not. Meta revises its rate card from time to time — the Indian marketing rate rose by roughly 10% in 2026, while utility and authentication stayed the same.

What changes on 1 October 2026

Until now, replies you send inside the 24-hour customer-service window have been free. Meta has announced to its partners that from 1 October 2026 it will charge for them too:

  • Service messages — your replies inside the window — are charged per message, at the same rate as utility messages. Meta's rate card effective 1 October 2026 lists this service rate as ₹0.115 for India.
  • Utility templates sent inside an open window, which were free, become chargeable as well.
  • Several of Meta's official partners report a free allowance of 1,000 service messages per number each month; check the final terms on Meta's pricing page when the change takes effect.
  • Chats that start from a Click-to-WhatsApp ad or a Facebook Page button keep their 72-hour free window.

At the utility rate of ₹0.115, service replies are cheap one by one — but a busy support team sending thousands of replies a month will see a new line on the bill. Worth planning for now, and worth asking your provider how they will pass it on.

What your provider adds on top

Meta does not give businesses a panel to chat from — you reach the API through a provider. Providers charge in different ways, and the differences add up quickly:

What they chargeHow it shows upWhat to ask
Platform feeA monthly subscription, often in tiersWhat does the cheapest plan leave out?
Per-agent feeExtra charge for every teammate beyond a fewHow much does my fifth, tenth agent cost?
Message markupTheir per-message price is higher than Meta'sWhat is your rate compared with Meta's?
Add-onsChatbots, AI replies or extra numbers sold separatelyIs the chatbot builder included?

Markups are the easiest to miss. On public price lists in India in September 2026, some providers charged around ₹0.96 to ₹1.09 for a marketing message that costs ₹0.8631 from Meta — 10% to 26% more on every broadcast. On a campaign of 10,000 messages, that difference alone can be over ₹2,000.

One flat fee per number, whole team included

wbm.link charges ₹999 a month per connected WhatsApp number, with unlimited agents, the chatbot builder and the AI assistant included. See the current message rates on our pricing page.

A worked example: one month's bill

Take a coaching institute with one WhatsApp number that sends 5,000 marketing messages (batch announcements, admission offers) and 2,000 utility messages (fee reminders, class schedules) in a month, at Meta's rates:

ItemCalculationAmount
Marketing messages5,000 × ₹0.8631₹4,315.50
Utility messages2,000 × ₹0.115₹230.00
Meta total₹4,545.50
GST at 18%on ₹4,545.50₹818.19
Messages incl. GST₹5,363.69

Add your provider's platform fee to that. Notice where the money goes: marketing messages are over 90% of the message bill even though they are only 70% of the volume. That is where a markup hurts most — and where sending to the right audience saves the most.

WhatsApp Business API monthly cost for a small business

Most small businesses send far less than a coaching institute. Take a salon with one number that, from October 2026, sends 1,000 appointment reminders (utility), 500 festive-offer messages (marketing) and 1,500 replies to customers inside the 24-hour window each month:

ItemCalculationAmount
Appointment reminders1,000 × ₹0.115₹115.00
Offer messages500 × ₹0.8631₹431.55
Service replies1,500 − 1,000 partner-reported free = 500 × ₹0.115₹57.50
Meta total₹604.05
Platform fee (wbm.link, 1 number)₹999.00
GST at 18%on ₹1,603.05₹288.55
Monthly cost≈ ₹1,891.60

At these volumes the platform fee is the biggest single line, and the whole bill stays under ₹2,000 a month. If the free allowance for service replies turns out different when Meta publishes final terms, the service line changes by ₹0.115 per reply. Plug in your own volumes with the pricing calculator.

How to keep your WhatsApp bill down

  1. Send marketing to segments, not everyone. A label like “enquired in the last 30 days” converts better and costs less than your whole contact list.
  2. Use utility templates for genuine updates. Order confirmations and reminders cost a fraction of marketing messages — but only if they are really transactional, or Meta will re-categorise them.
  3. Reply while the window is open. Answering within 24 hours of a customer's message costs little or nothing; reaching them after it closes needs a paid template.
  4. Clean your list. Messages to numbers not on WhatsApp are not charged, but they waste sending capacity and skew your reports.
  5. Compare rates, not just plans. Ask every provider for their per-message price next to Meta's, and for the cost of the team size you actually have.
